Development of a GEF full-sized project to build China's capacity for
implementation of Stockholm Convention

EnviSolve was contracted by the Stockholm Convention Implementation Office
(CIO) of Ministry of Environment to develop a GEF full sized project to
build China's capacity for implementation of Stockholm Convention in March
21, 2007.
This task was carried out in the framework of Project Development of
a National Implementation Plan for China to Implement Stockholm Convention
with a total budget of around 200,000 USD. EnviSolve took the leading role
of the consultant team composed of other members including China National
Research Center of Environmental Policies and Chinese Academy of
Environmental Planning.
The team has assessed the needs of capacity of the country to implement
the Convention at three levels, namely systematic level, institutional
level, and individual levels. Aspects covered included study and
formulation of the related policies and legislation, strengthening of
related institutions, development and transfer of technologies for POPs
reduction, disposal and substitution, study and application of the
financing mechanism, and enhancement of public participation.
The project has received GEF CEO's endorsement/approval with a total
budget over 5 million USD. The implementation will be initiated soon after
the contractual procedures for grant agreement between UNIDO and CIO.
